NOIDA: Greater Noida Industrial Development Authority (GNIDA) is planning to develop a comprehensive 15-year master plan and detailed project report (DPR) for water, sewer and stormwater drains. A consultant will be hired to assess the current systems, forecast future needs, and align with GNIDA’s master plans for 2021 and 2041. The Authority aims to upgrade and modernise Greater Noida’s essential utilities to meet the city’s growing demand across residential, industrial and commercial sectors.
The project is expected to revamp existing systems for water supply, sewerage and drainage, along with continuous (24×7) water supply, water auditing, GIS mapping, and establishing operation and management systems.
GNIDA issued a tender and invited consultancy firms with expertise in large-scale urban infrastructure projects. Selection will follow a quality-cost based selection (QCBS) model, with 70% weightage on technical expertise and 30% on financial considerations. A pre-bid conference has been scheduled for Nov 14, followed by the deadline for bid submissions on Nov 28. Technical bids will be opened on Dec 2 and financial bids will be considered subsequently for qualifying bidders.
“With this master plan and DPR, we are laying the groundwork for a resilient and sustainable infrastructure system that can meet Greater Noida’s needs through 2041 and beyond,” a GNIDA official said.
The consultant will study all existing water sources, storage facilities and distribution networks in the city. This includes data verification, on-site assessments and closing data gaps to build a complete understanding of the network from sources to end-users. The consultant will evaluate the Ganga water treatment plant and current disinfection methods, forecast demand for 2041, and design a water supply scheme that addresses leftover areas.
The consultant’s work will unfold in two main stages. Stage I will involve an in-depth analysis of existing infrastructure, focusing on identifying immediate improvements and preparing a DPR with a five-year action plan. Stage II will consist of detailed budget estimates and designs, allowing for phased implementation based on the findings of stage I. Together, these stages will enable GNIDA to build a modern, efficient infrastructure capable of supporting Greater Noida’s population growth.
